fa موانع و راهکارهای اشتغالزایی در بخش فرهنگ و هنر: مورد مطالعه استان سمنان بررسی و نقد هنرهای اسلامی در دوره معاصر 4 پژوهشي Original Research <span style="font-size:12pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span lang="FA" style="font-size:11.0pt"><span b="" mitra="" style="font-family:">این پژوهش با هدف شناسایی موانع و ارائه راهکارهای اشتغالزایی در بخش فرهنگ و هنر، به‌ویژه در زمینه کارآفرینی هنری در استان سمنان انجام شد. رویکرد پژوهش کیفی و از نوع تحلیل محتوای کیفی مبتنی بر روش گروه کانونی بود. بدین منظور دیدگاه‌ها و تجارب جمعی از هنرمندان، اساتید دانشگاهی، فعالان فرهنگی و مدیران دستگاه‌های مرتبط گردآوری و تحلیل گردید. یافته‌ها نشان داد که موانع اشتغالزایی در بخش فرهنگ و هنر را می‌توان در سه دسته مفهومی، ساختاری و مهارتی طبقه‌بندی نمود. موانع مفهومی شامل تناقض فلسفی میان اصالت هنری و درآمدزایی، نبود تعاریف دقیق از اقتصاد هنر، ناشناخته بودن ظرفیت‌های کارآفرینی فرهنگی و ضعف درک جامعه از ارزش و جایگاه هنر است. موانع ساختاری نیز به عواملی مانند تصدی‌گری گسترده دولت، وابستگی هنرمندان به حمایت‌های دولتی، نبود هماهنگی میان سازمان‌های متولی، ضعف قوانین حمایتی، فقدان صنوف قدرتمند و کم‌توجهی مسئولان به ظرفیت اشتغال هنری بازمی‌گردد. در بعد مهارتی نیز کمبود آموزش‌های کارآفرینی، ناآشنایی با مهارت‌های بازاریابی، قیمت‌گذاری و برندینگ در میان هنرمندان و دانشجویان رشته‌های هنری مشاهده می‌شود. در پاسخ به این موانع، مجموعه‌ای از راهکارهای سیاستی و اجرایی پیشنهاد شد که از جمله آن‌ها می‌توان به تبیین و نهادینه‌سازی مفاهیم اقتصاد هنر، آموزش مهارت‌های کسب‌وکاری، ایجاد حلقه‌های واسط میان هنرمند و بازار، تقویت استارت‌آپ‌ها و شتاب‌دهنده‌های فرهنگی، کاهش تصدی‌گری دولت، اصلاح ساختارهای قانونی و بهره‌گیری از ظرفیت رسانه‌ها برای تقویت گفتمان فرهنگی و هنری اشاره کرد. نتایج پژوهش نشان می‌دهد توسعه اشتغال پایدار در حوزه فرهنگ و هنر نیازمند اصلاحات نهادی، تقویت آموزش مهارتی و بازتعریف نقش دولت است و پیشنهاد می‌شود مطالعات آینده بر ارزیابی اثربخشی این راهکارها و مقایسه تطبیقی با تجارب موفق جهانی در حوزه اقتصاد هنر تمرکز کنند.</span></span></span></span></span></span><br> &nbsp; <span style="font-weight:normal">This qualitative study explores barriers to employment generation in the culture and arts sector in Semnan Province, Iran, with a focus on artistic entrepreneurship. Using focus group discussions and qualitative content analysis, perspectives from artists, academics, cultural activists, and managers were examined. Barriers were categorized into conceptual, structural, and skill-related dimensions. Conceptual barriers include the perceived conflict between artistic authenticity and income generation, unclear definitions of the art economy, unrecognized entrepreneurial potential in cultural activities, and weak societal appreciation of art&rsquo;s value. Structural barriers encompass excessive government intervention, artists&rsquo; dependency on state support, lack of inter-organizational coordination, weak legal frameworks, absence of robust professional guilds, and limited policy attention to the sector&rsquo;s employment potential. Skill-related barriers involve inadequate entrepreneurship education and deficiencies in business, marketing, and branding competencies among artists and art students.Proposed solutions include institutionalizing the concept of the art economy, delivering targeted business training, establishing intermediary institutions to connect artists with markets, supporting art-focused startups and accelerators, reducing governmental overreach, reforming legal structures, and leveraging media to elevate cultural discourse. Findings underscore the need for institutional reforms, enhanced entrepreneurial education, and a redefined governmental role to foster sustainable employment in the cultural sector. Comparative insights from global models and recommendations for future evaluative and cross-national research are provided.
